오준 유엔대사 명 연설 전문.

"2년 전 한국이 유엔 안정보장 이사회의 비상임 이사국으로 처음 회의에 참여 했을 때 북한의 미사일과 핵 문제를 논의 했습니다.

 

그리고 처음에 이어 오늘 이 마지막 회의에서도 북한 인권을 얘기하고 있습니다.

 

단지 우연의 일치겠지만 제 마음은 무겁기만 합니다. 왜냐하면 대한민국 사람들에게 북한 주민은 그저 아무나(anybodies)가 아닙니다.

 

대한민국 수백만 명의 이산가족에겐 아직 북쪽에 그들의 가족이 남아있습니다. 비록 그들이 목소리를 직접 들을 수 없고, 그 분단의 고통은 엄연한 현실이지만 우리는 알고 있습니다.

 

겨우 수백 Km 떨어진 그곳에 그들이 살고 있다는 걸 말입니다. 북한인권조사위원회(COI) 보고서에 적힌 인권침해의 참상을 읽으면서 우리 가슴도 찢어지고 탈북자의 증언을 들으면서 마치 우리가 그런 비극을 당한 것처럼 같이 울지 않을 수 없고, 슬픔을 나누게 됩니다.

 

먼 훗날 오늘 우리가 한 일을 돌아볼 때, 우리와 똑같이 인간다운 삶을 살 자격이 있는 북한 주민을 위해 '옳은 일을 했다'고 말할 수 있게 되길 진심으로 기원합니다."

When we first came to the council two years ago,

 

one of the first issues we tackled was the DPRK's missile, nuclear issues.

 

Our term on the council started and is ending with the North Korean issue.

 

This must be just coincidence, but I'm saying this with a heavy heart.

 

For the South Korean's people in North Korea are not just anybodies.

 

Millions of South Koreans still have our family members and relatives living in the North.

 

Even though we naver hear from them,

 

even though by now the pain of the sepration has become the cold factor of life,just a few hundred kilometers away from where we live.

 

We cannot read when this is described in the COI report, without it, breaking our heart.

 

We cannot listen to the stories of North Korean defectors without sharing in their tears, without feeling as if we are there with them, experiencing their tragedies.

 

We only hope that one day in the future, when we look back on what we did today,

 

we will be able to say that we did the right thing for the people of North Korea, for the lives of every man and woman, boy and girl who has the same human rights as the rest of us.
